I have the honour to enclose for your consideration and report a copy of a letter that I have received from Mr. N. Perry, Late Inspector of Police, Hongkong, requesting compensation from the Colonial Govt for their action in selling certain land belonging to him on the Kowloon Peninsula owing to his having failed to pay the Crown rent which was due from him.
I request that you will at the same time inform Mr. Perry whether the Govt had the sanction of ... in thus speculating in land.
